The problem is not a shortage of questions. It is where they live.

Every school already owns thousands of good questions — sitting in PDFs and printouts accumulated over years. They cannot be searched, filtered by topic, or reassembled into a new paper. So teachers write from scratch each term while the archive goes unused.
